What is an English Language Adisory Committe (ELAC)?
The English Learner Advisory Committee (ELAC) is a committee of parents, staff, and community members specifically designated to advise school officials on English Learner program services.
Each California public school, grades kindergarten through 12, with 21 or more English learners must form a functioning English Learner Advisory Committee (ELAC).
The ELAC shall be responsible for:
- Advising the principal and staff on programs and services for English learners. b.
- Advising the School Site Council on the development of the Single Plan for Student Achievement (SPSA).
- The CDE Monitoring Instrument requires the following: SSC minutes and agendas containing evidence that ELAC-provided advice to principals and staff, and had input on the development of the SPSA.
- Completion of a Needs Assessment
- Discuss ways to make parents aware of the importance of regular school attendance.
Who can serve on a school English Learners’ Advisory Committee(“ELAC”)?
- Parents of EL and non-EL students, school staff and members of the community may serve on an an ELAC. However, a minimum number of EL parents participating on the ELAC must reflect the proportion of EL student to non-EL student population at the school site.
